אמנת יחסי יהדות ומדינה למען עתיד משותף של זהות יהודית פתוחה ודמוקרטיה חיה

אנו, אזרחי ישראל – חילונים, מסורתיים, דתיים וחרדים, ימנים ושמאלנים, ותיקים ועולים – מצהירים בזאת על רצוננו המשותף לחיות יחד במדינה יהודית ודמוקרטית שבה הזהות היהודית היא מקור של גאווה וחיבור, ולא של קרע וכפייה.

הדיונים הרבים שניהלנו חשפו תמונה ברורה: אנו אוהבים את מדינת ישראל כבית יהודי – עם לוח השנה העברי, החגים, השבת כיום מנוחה לאומי והאפשרות להרגיש שייכים לעם היהודי בלי מאמץ. אך אנו דוחים בכל תוקף את הפוליטיזציה של הדת, את המונופול הממסדי ואת השימוש ביהדות ככלי שליטה וכפייה.

איננו מבקשים להפריד דת ממדינה באופן גורף, אלא לשנות את היחסים ביניהן: ממאבקי כוח ואמת מוחלטת – לגמישות, לאחריות הדדית ולרצון טוב.

אנו מסכימים על הדברים הבאים:

מדינת ישראל תישאר מדינה יהודית בצביונה התרבותי-לאומי: לוח השנה העברי, ימי המנוחה היהודיים, החגים והסמלים הלאומיים-יהודיים ישמרו כבסיס למרחב הציבורי המשותף.

הזהות היהודית היא נכס משותף של כולנו – חילונים ומסורתיים לא פחות מדתיים וחרדים – וראוי שתוצג ותילמד בכל גווניה, בלי מונופול של זרם אחד.

חירות הפרט היא ערך עליון; איש לא יכפה להיות דתי, ואיש לא יכפה להיות חילוני.

הדת לא תהיה כלי פוליטי ולא תשמש להפליה או לכפייה.

שוויון בנטל ובזכויות הוא תנאי להמשך קיומה של חברת שותפות אמיתית.

בחינוך:

נפעל להחלפת מאבקי הזהות בידע מעמיק ומכבד:

יוכנס מקצוע חובה בכל זרמי החינוך – "זהויות יהודיות" – שיציג באופן מאוזן ומכבד את כל הזרמים והגישות ביהדות לאורך הדורות והיום.

תוכנית הלימודים תכלול לימוד מעמיק של טקסטים מכוננים, תולדות העם היהודי וסוציולוגיה של החברה הישראלית כיום.

כל הזרמים יוזמנו להשתתף בגיבוש התוכנית ובהוראתה.

בשוויון בנטל ובתרומה לחברה:

כל אזרח ואזרחית יידרשו לתרום לחברה ולמדינה בשירות צבאי או אזרחי-לאומי משמעותי.

תרומה תזכה את המשרתים בהטבות מדורגות (בדיור, בחינוך, בהטבות מס וכד') בהתאם לאורך השירות ולרמת הסיכון והקושי.

מי שלא יתרום – לא ייהנה מהטבות אלה (באופן מדורג ובלי לפגוע בזכויות אדם בסיסיות).

המתווה ינוסח ברוח של צדק ולא של נקמה, תוך שמירה על כבוד האדם ועל עקרונות דמוקרטיים.

בתחבורה ציבורית בשבת:

תופעל תחבורה ציבורית מינימלית ומצומצמת בשבת, בהתאם לצורך האמיתי ולביקושים בפועל.

המסלולים וההיקף ייקבעו על ידי ועדה ציבורית רחבה, שתתחשב ברגישויות המקומיות ובצביון השכונות והערים.

ייעשה מאמץ טכנולוגי ומעשי לצמצום חילול השבת (תשלום מראש, אוטובוסים אוטונומיים/חשמליים וכד').

בנישואין וגירושין:

המדינה תכיר באופן מלא בנישואים אזרחיים ובנישואים שנערכו בכל זרם יהודי מוכר, ותעניק להם מעמד זהה לנישואים דתיים בכל הנוגע לזכויות וחובות אזרחיות.

מי שיבחר להתחתן דרך הרבנות – יזכה לתהליך מקל ויעיל, ללא דרישות כפייה (כגון הדרכת כלות או וידוא טבילה) אם אינו מעוניין בהן.

תתאפשר גמישות ויצירתיות בניסוח טקסי נישואין וגירושין, במסגרת הזרמים השונים ובמסגרת אזרחית.

אנו קוראים לכל נבחרי הציבור, לכל המפלגות ולכל אזרחי ישראל – לאמץ את רוח האמנה הזאת ולפעול ליישומה.

אין כאן ניצחון של מחנה אחד על השני. יש כאן ניצחון של רצון טוב, של גמישות מחשבתית ושל ההבנה שרק ביחד – בכבוד הדדי ובאחריות משותפת – נוכל להמשיך להיות בית לאומי לעם היהודי ודמוקרטיה חיה ומשגשגת לדורות הבאים.

Charter of Judaism and State Relations For a shared future of open Jewish identity and vibrant democracy

Important Note: The charter before you was developed as part of a joint experiment by WizCol and the "Fourth Quarter" movement. This is a technological experiment to demonstrate the capabilities of the mass consensus platform, and does not constitute a commitment or official position of the Fourth Quarter movement or any other party.

We, the citizens of Israel – secular, traditional, religious and ultra-Orthodox, right-wing and left-wing, veterans and immigrants – hereby declare our shared desire to live together in a Jewish and democratic state where Jewish identity is a source of pride and connection, not of division and coercion.

The many discussions we held revealed a clear picture: we love the State of Israel as a Jewish home – with the Hebrew calendar, the holidays, Shabbat as a national day of rest, and the ability to feel belonging to the Jewish people without effort. However, we firmly reject the politicization of religion, the institutional monopoly, and the use of Judaism as a tool of control and coercion.

We do not seek to separate religion from state entirely, but to change the relationship between them: from power struggles and absolute truth – to flexibility, mutual responsibility, and goodwill.

We agree on the following:

The State of Israel will remain a Jewish state in its cultural-national character: the Hebrew calendar, Jewish rest days, holidays, and Jewish-national symbols will be preserved as the basis for the shared public space.

Jewish identity is a shared asset of all of us – secular and traditional no less than religious and ultra-Orthodox – and it should be presented and taught in all its shades, without monopoly of any one stream.

Individual liberty is a supreme value; no one shall be forced to be religious, and no one shall be forced to be secular.

Religion shall not be a political tool and shall not be used for discrimination or coercion.

Equality in burden and rights is a condition for the continued existence of a true partnership society.

In Education:

We will work to replace identity struggles with deep and respectful knowledge:

A mandatory subject will be introduced in all educational streams – "Jewish Identities" – which will present in a balanced and respectful manner all streams and approaches in Judaism throughout the generations and today.

The curriculum will include in-depth study of formative texts, the history of the Jewish people, and sociology of Israeli society today.

All streams will be invited to participate in developing the curriculum and teaching it.

In Equality of Burden and Contribution to Society:

Every citizen will be required to contribute to society and the state through meaningful military or national-civic service.

Contribution will entitle those who serve to graduated benefits (in housing, education, tax benefits, etc.) according to the length of service and level of risk and difficulty.

Those who do not contribute will not enjoy these benefits (gradually and without harming basic human rights).

The framework will be formulated in a spirit of justice and not revenge, while preserving human dignity and democratic principles.

In Public Transportation on Shabbat:

Minimal and limited public transportation will operate on Shabbat, according to real need and actual demand.

Routes and scope will be determined by a broad public committee that will consider local sensitivities and the character of neighborhoods and cities.

Technological and practical efforts will be made to minimize Shabbat desecration (advance payment, autonomous/electric buses, etc.).

In Marriage and Divorce:

The state will fully recognize civil marriages and marriages conducted in any recognized Jewish stream, granting them equal status to religious marriages in all matters of civil rights and obligations.

Those who choose to marry through the Rabbinate will receive a streamlined and efficient process, without coercion requirements (such as bride guidance or immersion verification) if they do not want them.

Flexibility and creativity will be enabled in formulating marriage and divorce ceremonies, within the various streams and within a civil framework.

We call upon all elected officials, all parties, and all citizens of Israel – to embrace the spirit of this charter and work toward its implementation.

This is not a victory of one camp over another. This is a victory of goodwill, of mental flexibility, and of the understanding that only together – with mutual respect and shared responsibility – can we continue to be a national home for the Jewish people and a vibrant, thriving democracy for generations to come.
