Anyone who has run an assembly, a council meeting, or a public participation process knows the ceiling: on a charged issue, even after months of debate, the vote ends with a narrow majority. 55%, maybe 60%. So our claim sounds exaggerated: how does a WizCol process end, time after time, with 80% consensus or more?
The field numbers, before the explanation: in Kibbutz HaZore'a, an admissions policy — one of the most charged issues in kibbutz life — passed with 80% at the assembly. In the Tzahar cluster, a process with 630 residents from three local authorities, the five leading topics received support of 84% to 95%. In a religion-and-state charter, a mixed group of religious and secular participants, proposals crossed a 60% threshold from both sides simultaneously.
This is not luck and not a charismatic facilitator. It is a method. It can be broken into parts.
Why Regular Processes Stop at 51%
A regular vote answers a narrow question: for or against, from a closed menu of pre-formulated options. Such a method does not distinguish between a 51% majority and a 99% majority, does not measure how important the issue is to each participant, and does not allow a better solution to emerge along the way. The result is familiar: discussion turns into a power struggle between camps, and the winning proposal is the one that assembled a majority, not the one the public genuinely accepts.The 60% ceiling is not the ceiling of the people. It is the ceiling of the method.
The Starting Point: The 80% Solution Exists — It Needs to Be Found
Our method is built on two principles from the book On Deliberation. The first: a good solution is the best solution for as many people as possible, one that even those who did not choose it can live with in peace. The second: every problem has an infinite number of solutions. Among them there is at least one that meets the first principle.From these principles a practical conclusion follows: 80% consensus is not an outcome produced by persuasion. It is a solution that exists in the space of possibilities. The only question is whether the group has a systematic way to find it. For that, two things need to work together: a human process that generates proposals capable of winning broad support, alongside measurement that can identify them when they appear.
The Human Half: Generating Proposals Worthy of 80%
The process begins before anyone meets. We open with one question, open to the whole community, through Mass Consensus: each participant proposes solutions and evaluates others' proposals. Already at this stage the system identifies preliminary solutions with broad agreement. When people arrive at the round tables, discussion does not begin from a blank page but from what the public has already proposed and agreed on.A proposal that wins 80% almost never sits among the opening positions. Opening positions were formulated to win an argument; a broad proposal is born somewhere else — from the needs behind the positions. So our meeting is structured in rounds, in small groups, with equal speaking time for each participant and listening without open debate:
- Human encounter: each participant shares their personal experience with the issue. It turns out there is a person behind every position.
- Needs clarification: what matters to each person about the issue, instead of arguing over positions.
- Solution proposals: each participant proposes a solution the group can do together. Someone who has heard everyone's needs proposes differently than someone who came to win.
- Synthesis and plenary: the leading proposals rise to a shared choice.
The Algorithmic Half: Identifying Consensus When It Appears
Even a group that has generated good proposals needs a way to identify which of them represents broad consensus. This is where measurement comes in. Several design decisions make the difference:A continuous scale instead of for or against. Each participant rates each proposal from strong opposition to full support. The system sees not only where people lean but with what intensity. A proposal with broad, moderate support rises; a proposal that arouses strong opposition in a minority falls, even if it has a majority. Minority protection is not a procedure — it is part of the mathematics.
An uncertainty penalty. The proposal's score is the average of evaluations minus a statistical penalty for sparse data. Three people agreeing unanimously do not beat hundreds with 90% support. When the system declares broad consensus, that consensus is proven, not estimated.
Formulation merging. When the same idea is phrased five ways, the supporters' voices split and the idea looks weaker than it is. An AI-based judge identifies formulations that say the same thing and merges them, so consensus is measured on the idea, not the phrasing.
Fair exposure. Adaptive sampling eliminates the advantage of early proposals. A broad solution can arrive in the ninetieth minute and receive an equal opportunity.
Bridges between camps. Even when the community is divided, proposals that all camps support almost always exist. The system identifies them and surfaces them. These are the starting points of broad consensus.
Why the Number Holds Even at the Vote
Before the decision, the solution passes one last station: signatures. The final document is presented to the whole community; everyone can express their view and comment. The document improves in one more round, according to the same principles. When the proposal reaches the assembly, it has already passed the community's test.At 80% consensus, something else happens, quietly: no single participant is a pivotal player. When the decision does not depend on any single position-holder, the pressure of the last moment loses its grip and the discussion calms. And whoever participated in building the decision, saw their comment change a clause and their objection measured, stands behind it at the assembly too.
In HaZore'a, six substantive changes to the policy document began as comments and votes from members. The assembly vote did not create the consensus; it confirmed consensus that had already been built.
And What When There Is No 80%
Not every process ends in broad consensus. We say this openly. Part of the system's value is the ability to distinguish between three situations that look identical in a regular poll: broad consensus that can be advanced, sweeping reservations that can be let go of with a clear conscience, and authenticated disagreement — where the community is genuinely divided.Even disagreement is a precise finding: it shows exactly what the group is divided on and what is already agreed, so you can return to focused clarification instead of opening everything again. A disagreement the system has identified can be raised as an issue in its own right and resolved by exactly the same method: rounds, needs clarification, proposals, and measurement. An issue that would have blocked an entire process becomes just another question the group knows how to solve.
This, in the end, is the whole explanation: a process that generates proposals from needs rather than positions, alongside measurement that knows how to identify broad, proven support and protect the minority within the mathematics. When the two work together, the 80% stops being a surprise.
